Не могу установить пакеты

sangraf, и при чём здесь блокировка? Тем более, Яндекс (посмотрите, откуда система пробует скачать данные) не будет блокировать своих.
Вам ответ 404 ни о чём не говорит?
Скорее всего, Яндекс просто убрал со своих зеркал не поддерживаемый разработчиком дистрибутив.
