по вашем логам следует, что у вас успешно запустился ntpd. Но эта цитата говорит о том, что он не запущен. Очевидно, что он упал через некоторое время после старта. Смотрите логи, как и почему.
Вот запускаю, лог с рута:

тоже нет?
ну значит, как я и говорил, после старта, ВНЕЗАПНО, случилось что-то страшное. Посмотрите в логах.
